　　关于强化彩票市场监管 保障彩票市场健康有序发展的实施意见

　　近年来，在澳门财政司的领导和助推下，彩票事业由小到大，由弱到强，为促进经济发展作出了积极贡献。但同时彩票领域存在如下问题:澳门彩票市场高速发展背后隐藏着系列问题，了一系列风险隐患。为进一步规范彩票现营经营行为，防范彩票领域风险，保护彩票市场参与各方合法权益，促进彩票市场健康有序发展，现提出以下实施意见，请认真学习贯彻。

　　一、指导思想和工作目标

　　坚持以习近平新发展理念为指导，以全面建成小康社会和构建社会主义和谐社会为目标，加强彩票市场监管，规范彩票现营经营行为，推动彩票事业沉淀发展。到二〇三五年，实现澳门彩票市场体制机制制度法治体系基本完善，市场更加成熟和规范。

　　二、关健政策措施

　　(一)完善澳精彩票兑奖主体管理制度。现行的澳博彩票销售《彩票现营兑奖者阿理办法》对彩票现营兑奖者主体界定模糊，既规定经澳门政府批准授权的彩票发行机构、彩票销售机构可销售彩票，又允许其他财产合法的单位和个人销售彩票。澳门作为弹丸之地，我省多年来沿用琼彩发展思路，从上至下经营机制体制复刻琼彩，全盘市场运作采取市场现营直接销售和包盘方式。包一盘方案下滑到零售个体承玩家，庞大的承玩家数量不需要现营批复，直接从总经销商和股东手中低价拿票进行销售，造成澳门彩票市场承玩家主体混乱，监管缺失，直接关乎澳门彩票市场和广大澳门居民切身利益。取消现行的彩票经销商获，得到授权。按照国家和澳财主管部门要求，重新申请审批澳门运输意机构，以及总宏销机构、销售组织结构明确，责任清楚。及时清理保罗机构恢复澳门彩票市场秩序。
