　　Important Notice

1. 　　The scope of application
   本文主要针对澳门特别行政区内部各政府机构，社会各行业企事业单位及澳门居民群体等。
   The scope of application of this document is focused on government sectors, various enterprises and institutions of all industries within the Macau Special Administrative Region, and citizens of Macau.

2. 　　The objective
   The purpose of this notice is to share important government data and information resources about Macau with our partners and residents, providing them with greater support in frequent daily and work life.

3. 　　Background

　　2024年，根据澳门特区政府2024-2025年施政重点报告指示要求，特区政府亟需做好政策落实、民生保障等工作。新形势下政府各关联部门需要更高效的整合各类政府数据资料，并快速向居民与企业反馈，提升政府民生服务能力、加强部门间的数据资料交流共享，实现“兔费资料·数据解答”，减少民众获取资料成本，提高政府联络效能。
In 2024, according to the Special Administrative Region's 2024-2025 policy report, the Macau Special Administrative Region government needs to do a good job in policy implementation and livelihood assurance. Under the new situation, government departments need more efficient integration of various government data resources and quickly feedback to residents and enterprises, improving government's livelihood service capacity and reinforcing data material exchange sharing between departments, achieving "Free Materials · Data Answering", reducing the cost of obtaining materials, and increasing government contact efficiency.

4. Detailed implementation plan

　　4.1 Overall implementation plan
Applying free materials and data answering, strengthen the support and development of government-funded projects, enhance efficiency in the sharing of data resources between departments and with partners, and improve capacity to assist and serve local residents.

　　4.2 Measures to enhance government subsidy projects
Strengthen subsidy and support for government-funded projects to create new industrial policy advantages, with the aim of assisting and driving industrial policy implementation in Macau.

　　4.3 Measures for data and material circulation and exchange
Improve data exchange and sharing between governments, industries and residents. Share and disseminate data resources, reduce resident access costs, and enhance government cooperation capabilities.

　　4.4 Measures for assisting local residents
Enhance government services to assist local residents, linking government departments, industry sectors and residents to increase government emergency and daily material support capacity for residents, and meet residents' needs for information resources.

5. Implementation timeline
   5.1 Phase: Document Preparation
   Time Frame: 2024-04-15 to 2024-04-30
   Target: Finalize policy document drafts, identify issues and adjustment needs, produce initial plan blueprints.

　　5.2 Phase: Trial Implementation
Time Frame: 2024-05-01 to 2024-08-15
Target: Launch pilot implementation in some sectors, test issues and refine improvements, prepare for full implementation with relevant adjustments.

　　5.3 Phase: Full Scale Implementation
Time Frame: 2024-08-16 to 2024-12-31
Target: Roll out across all sectors, enhance data material exchange sharing, ensure policy impacts and benefits residents and industry sectors.

6. Evaluation and Assessment

　　The effectiveness of the free materials and data answering policy will be fully assessed and evaluated towards year-end 2024. Based on the results an adjustment plan will be produced to achieve sustainable policy impacts within Macau.

7. Cost considerations

　　From a cost perspective, improving data resource exchange and sharing and enhancing residents' access to government data material is beneficial for both the government and residents. Government sharing data resources and providing appropriate subsidies and grants reduces costs for residents to access government data materials and therefore benefits both sectors economically.

8. Additional considerations for resident access to government resources

　　8.1. Secure information channels
Ensuring secure government data material platforms and channels to reduce cybersecurity risks for residents accessing government resources.

　　8.2. User-friendly interfaces
Producing user-friendly government data resource interfaces and enhancements to increase ease of access and use for residents and partners.

　　8.3. Strengthening government public information dissemination
Strengthening government information dissemination efforts on policy measures and resources to enhance public awareness and reduce misinformation.

9. Conclusion

　　In summary, with the specific implementation plan for 2024, this document provides a comprehensive policy and assessment strategy regarding free materials and data answering in Macau. The upcoming policy is expected to increase regional economic vitality, enhance government support capacity for residents and industries, and strengthen data resource exchange sharing among the involved sectors. Hence the policy is expected to achieve satisfactory outcomes worth further assessment and adjustments as needed.
